E-Invoicing, The UAE’s Federal Tax Authority (FTA) has introduced a national Electronic Invoicing System (EIS) that businesses need to understand. Here are the key rules:
Legal Basis:
The EIS is established under Federal Decree-Law No. 16 of 2024 (amended VAT law) and Federal Decree-Law No. 17 of 2024 (amended tax procedures law).
Format & Transmission:
Invoices must be generated in structured digital formats (XML/JSON) following standards like UBL or PINT-AE. They must be transmitted through an Accredited Service Provider (ASP) to the FTA or buyer.
Scope:
The EIS will initially cover business-to-business (B2B) and business-to-government (B2G) transactions, while business-to-consumer (B2C) transactions are currently excluded but may be included in the future.
Timeline:
– A pilot/voluntary phase is set to begin around July 1, 2026.
– Mandatory compliance for large businesses (based on revenue thresholds) will start on January 1, 2027, with further roll-outs throughout 2027.
Exemptions:
Certain transactions, including B2C, specific transport, and sovereign government transactions, are initially exempt from the EIS.

Non-compliance with these requirements may result in administrative penalties and invalid invoices for VAT purposes.
